Latin America between the dismantling of the state and the rise of social mobilization. The complexity of rural development in North East Argentina
This paper presents some preliminary empirical reflexions about rural development in North East Argentina at the light of the recent socio-economic and political changes. The processes of decentralization that have taken place in the country during the decade of 1990 illustrate the complexity of rural development strategies at local level and the necessity to create policies to take into account t

ACTA & European Union perspectives
Abstract in UndeterminedProfessor Mylly suggests that the Lisbon Treaty opens a new avenue for the Commission when the internal legislative pathway becomes too complicated, demanding unanimity in decision-making. An alternative route would be to use the competence to enter into international agreements, where qualified majority is enough. The agreements may be phrased in such a way that they have

Sensitivity of system reliability to usage profile changes
Usage profiles and component reliability are two important factors in software system reliability estimation. To assess the sensitivity of a system’s reliability to the usage profile and to the reliability of its components, a Markov based system model is used. With the help of this model, the maximum sensitivity to one change or the statistical sensitivity to many independent changes can be estim

Human Postural Dynamics
The study of posture dynamics is important not only to understand disorders of impaired equilibrium and protective reactions to unexpected displacements of the human body, but also to the design of prosthesis and functional neuromuscular stimulation as aids to patients with impaired postural stability and locomotion. Coordinated control of the body segments is a complex aspect of motor behavior, o

Activity Post-Mortem
I am so old that Post-Mortem is a well-known technique for debugging programs. And so old that when I started teaching as an assistant, pedagogy did not exist - we were just "thrown into the deep end of the pool and told to swim". So it seemed obvious to me to turn Post-Mortem into a pedagogical technique for debugging and improving my teaching. To first dump data about what happened and then anal
A Public Video Dataset for Road Transportation Applications
Video data and the tools for automated analysis have a great potential to be used in road traffic research, particularly road safety. In this project a video dataset is built and made public so that researchers can evaluate their algorithms on it. The dataset focuses on the traffic research applications (data from real research projects) and provides recordings of the traffic scenes, meta-data, ca
Key issues for a telecom supplier in the transition towards a software focused supply chain
Based on a case study of a telecom company’s transition towards more software value in their products, we describe and discuss SCM issues related to when traditional manufacturers go from a “hardware focus” to a mixed product configuration. Although software supply chain is not much discussed in logistics, it seems that logistics/SCM frameworks also fit many software supply issues. A specific soft
Impulse Radio Pulse Shaping for Ultra-Wide Bandwidth UWB Systems
In this paper, we investigate the design of pulse shaping UK filters for impulse radio ultrawideband (UWB) communications systems. The goal of the shaping is to meet an arbitrary spectrum mask, e.g., the mask mandated by the FCC for UWB emissions. Compared with classical FIR filter designs, the current problem introduces three new challenges: (1) it is minimax with quadratic constraints, (2) a sin
